Council Approves Rec Repairs, Scholarships, and Groundwater Program

Council addressed financial approvals, correspondence, infrastructure items, and other business before Council at its May 13 meeting. The session included written staff reports, committee updates, and a short delegation at the start of the meeting.


A brief delegation from Kyle Downey opened the meeting, during which Council approved $12,000 for repairs to the Gull Lake & District Recreational Complex following water damage. Mayor Zanidean declared a conflict of interest for this item and returned after the vote. The minutes of the April 22 meeting were approved.


Financial approvals included cheques #26160–#26212 totaling $109,930.14, Education Property Tax remittances of $5,202.14, and payroll EFTs of $29,271.56. Council also approved the draft 2025 Financial Statements prepared by Stark & Marsh.


Council received written reports from the Bylaw Enforcement Officer and the Recreation Director, along with committee updates from the Emergency Measures Organization (EMO) Roundtable, Fire Board, Gull Lake Library, and the Gull Lake & District Road Ambulance. Correspondence filed included an update from the RM of Carmichael regarding unpaid ambulance invoices, along with the 2025 Groundwater Program and the RCMP’s April policing report.


Under Old Business, Council authorized relocating the generator currently housed at the Recreational Complex to the Elk’s Hall.


New Business included approval of the 2026 groundwater monitoring program at the landfill, submitted by Wyatt Engineering, at a cost of $11,812 plus taxes. Council awarded the 2026 Town of Gull Lake scholarships to H. Kirwan and H. Dyer, approved the sale of Lot 38, Block 3, Plan 99SC13358 EXT 0 to Ron Riley for $6,750, and authorized displaying banners recognizing the 2026 Gull Lake School graduates throughout town. Council also approved writing off $1,401.29 in outstanding cheques.


A building permit for a new residential dwelling on Lots 5–7, Block 101, Plan G3447 was approved, subject to the conditions outlined in the MuniCode Plan Examination Report.


Council meets twice monthly, with meetings open to the public.
