The Gull Lake Town Council convened on June 11, 2025, in the Town Council Chambers at 2378 Proton Avenue. Mayor Nasser Zanidean presided with Councillors Karen Turton, Steven Haithwaite, Terry Stevenson, Neal Boutin, Tyson Migneault and Administrator Emella Waiser present. Councillor Brandon Wessner was absent.
Editor’s Note (July 30, 2025): On May 28, I hand-delivered a letter to the Town Office urging improved transparency—posting agendas online, exploring supporting documents, and live-streaming. While the letter was included in correspondence, no formal response has been received. I’ll continue tracking this issue and sharing updates to ensure transparency remains a priority.

Key Decisions Made During the Meeting
Southwest Transportation Planning Council Appointment
Appointed Bob Francis to a two-year term on the Southwest Transportation Planning Council, the regional advisory body setting transportation priorities across Southwest Saskatchewan.
Signing Authority
Authorized the Administrator to co-sign cheques and negotiable instruments with either the Mayor or Deputy Mayor.

Suri Harvey – Lifeguard – $15/hour
Carson Smith – Lifeguard – $15/hour
Property Lease Agreement
Councillor Tyson Migneault declared a conflict of interest due to his place of employment and exited the meeting prior to discussion of the lease agreement. Council then approved a lease with Lufkin Industries a global leader in surface production equipment and automation solutions for the oil and gas industry, which maintains a local office in Swift Current—for the building the Town purchased in September 2024 at 1179 Conrad Avenue, next to the Town’s water treatment plant.
Broadband Upgrade
Authorized the Administrator to sign a five-year SaskTel infiNET 150 Symmetrical agreement to upgrade town internet. This fiber-optic plan delivers 150 Mbps download and upload speeds, ensuring reliable connectivity for municipal operations.
Mini-Golf Liquor Permits
Granted the Gull Lake & District Kinette Club permission to obtain liquor permits for mini-golf nights scheduled June 12, 19, 26 and July 3, 2025.
Special Budget Meeting
Scheduled a special council meeting for June 18, 2025, at 5:00 p.m. to review the 2025 budget.
SHA Building Permit
Approved the Saskatchewan Health Authority’s building permit application for construction of a new building at the rear of the Gull Lake Special Care Centre, contingent on Municode Services Ltd.’s Plan Examination Report.
Meeting Adjournment
Following a presentation by T. Wedrick and full discussion of all agenda items, the meeting was adjourned at 6:30 p.m.
