Key Decisions from Gull Lake Town Council: March 26 – Pool Staffing, Cannabis Approval, and Leadership Transition

The Gull Lake Town Council convened for its regular meeting on March 26, 2025, in the Town Council Chambers. Mayor Nasser Zanidean chaired the meeting, joined by Councillors Tyson Migneault (joined at 7:05), Karen Turton (via telephone), Brandon Wessner, Steve Haithwaite, Terry Stevenson, Neal Boutin, and Administrator Dawnette Peterson, confirming a quorum for the meeting.


Meeting Minutes and Financial Approvals

The council approved the minutes from the March 12, 2025, meeting. Financial discussions followed, resulting in the approval of payments totaling $26,501.41 (cheques #25169 to #25188) and payroll expenditures of $3,337.25.


Staff and Committee Reports

Staff updates included:

  • February 2025 report from D. Vold, Waterplant Operator.

  • Maintenance Department report from K. Cooke, Town Foreman.

    Both presenters departed the meeting at 7:20 p.m.

  • Additionally, a written report for March 2025 was submitted by Economic Development Officer L. Alliban.


Correspondence Reviewed During the Meeting


Council reviewed various pieces of correspondence, including items from:

  • Kreative Kidz Early Learning Centre.

  • Blended Souls Coffee & Boutique.

  • City of Swift Current/Safe Places: While the specific contents of the correspondence are not known, external information indicates that the Safe Places Certification Program will end effective April 1, 2025, due to difficulties securing insurance coverage. Launched in 2016, the program trained over 3,000 participants to create safer environments for youth, with communities like Gull Lake adopting its principles to uphold safety standards. With the program’s dissolution, communities can explore alternatives such as Respect in Sport training, local certification initiatives, nonprofit partnerships, background checks, community workshops, and online tools like Commit to Kids to maintain a culture of safety.

  • SWTPC Southwest Planning Transportation Committee.

Key Decisions Made During the Meeting

  • Standalone Cannabis Retail Store: Approval granted for a cannabis retail store at 2461 Proton Avenue (Michael's Liquor, Convenience, and Restaurant), subject to compliance with provincial and federal regulations.

  • Waterplant Upgrade: Authorized Crossroad Energy Solutions Inc. to install an exhaust fan in the Chlorine Room for $3,190.00 plus taxes.

  • Swimming Pool Staffing: Hired seasonal pool staff, with hourly wages ranging from $15.00 to $30.00.

  • Well Control Building Electrical Package: Approved Change Orders No. 1, 2, and 3.

  • Leadership Transition: Administrator Dawnette Peterson submitted a letter of resignation to retire, effective June 1, 2025, which was formally accepted by the council during the meeting. Peterson joined the Town of Gull Lake in 1986 as an office assistant before becoming Town Administrator in 2008. Over her nearly 40-year career, she adapted to significant changes in administrative practices, including the shift from manual record-keeping to advanced computerized systems. In 2016, Peterson was honored with the SUMA Meritorious Service Award for her dedicated service to the community.
